When the temperature goes into the 20's which water should I drip in the house?

Either one should suffice but dripping the hot water will cost more money. It really depends upon which pipe is the culprit. If it's the main water supply line, cold will work perfect. If you drip hot water, you will make the water heater work more. It will have to heat all that cold water you have introduced and that is what costs more money.

any that have pipes in an outside wall, ie, a wall that has 20º on the other side of it. So any sink that is mounted on an outside wall.
assuming this is 20ºF
