A wave is a disturbance in  a medium by  a mass producing a moving force.

Light has a mass  of approximately 7 x10^-51 kilos per each particle in a radiation ray.

Being an invariant mass displacing space in very rapid motion, it causes a disturbance in the substance of space which permeates around the Earth=Its called a" radio wave."

The motion of a light particle mass follows the same rules as any other moving mass which are all displaying  oscillatory movement.

I am going to go with neither.  It just behaves as the one or the other depending on what you use to investigate it.  A mental model does not impose reality.

It is both at the same time.
