If your just standing in a public place people watching what are the chances of you breaking a law?

    What you're doing could be considered loitering.  If there is a sign to that effect anywhere near where you're standing (or anywhere in the public place, for that matter), then you are breaking the law.

    Your question doesn't make much sense the way it is playable thoughout though, if you were to re arrange the 2 words making it watching people then, your would be likely committing multiple criminal offences including loitering plus the possibility of stalking behaviour; however, if you haven't got any malice on towards or anything like that then most likely you shouldn't have anything to worry about

    That depends on the jurisdiction of the public place you are standing in. 

    Casper WY, you are most likely OK

    Portland OR, merely breathing is probably worthy a citation of some sort.
