Does this is a seborrheic keratosis or a melanoma ?

    Without an expert examination you can’t be sure. 

    But as it’s an even colour and looks entirely consistent with a sebhorrheic wart (more commonly known these days as sebhorreic keratosis) that is most likely what it is. 

    See your doctor. If it’s bothering you then your GP can make an appointment for you to return to a routine day surgery clinic for removal of moles, warts, and similar minor surgery. Removal takes a few minutes and after about ten days the surgery gets the pathology report. Results are often faster than that.

    I can't tell by the picture what it is but not go have somebody professional take a look at it.
