What is the author’s tone in the short story of 38 watched stabbing?

At least, give us a clue. Is it "The Whimper of Whipped Dogs" by Harlan Ellison?

Oh, there's none, I'm afraid to say. None at all. No tone, I mean. Being a short story, the author didn't have time for one. It was beginning-middle-end. Wham bam thank you mam. No frills, baby. Hope this helped.

It's a freakin' short story, not Moby ****. Do the assigned reading.
