Can a 3D printer create another 3D printer that's better than itself?

theory says yes. since what's better is the design and that's not part of the physical printer itself

No, a 3D printer has many moving parts and different materials, current 3D printing is limited to single materials. It might be possible to have a series of 3D printers producing parts that could be assembled into a printer, but it would be unlikely to be better than the originals as they aren't accurate enough yet.

Not at present, no. 3d printers can only really print basic solid objects at present. Complex electronics are still not possible
