If the government really cares about wage theft, housing affordability, and under employment. Then why don't they cut immigration?

Wage theft is when an employer refuses to pay an employee. Housing affordability is an issue because there is a high demand, but also low supply, for homes. Under employment (I think you mean unemployment?) is always an issue, but it's caused by unemployed people not living in areas where jobs need to be filled. Not immigration. Immigration has little to no involvement in any of these issues.
