    No.

Once Philip II ascended the Spanish throne, the Habsburgs split into two branches - the Austrian (or German) branch, and the Spanish branch.

The Spanish Habsburgs were based in Castile.  Their capital city at first was Valladolid, then moved later to Madrid.

They interbred a LOT.  So, far more than being "Spanish" or "German" they were "Habsburg."

If you're asking about where the Spanish branch originated - a Habsburg son who grew up in what is now Belgium married the daughter of Ferdinand and Isabella of Spain.  Eventually becoming king himself.
