It has a Timing Chain so no worries there.  When the engine is rebuilt, they will replace the old timing chain with a new one.  But if you are not at the point of doing an engine rebuild then that timing chain should serve you.

How about telling us what really matters the most? The Mileage!

If you're near 90,000 miles or over 90,000 miles on the vehicle get the belt replaced NOW.

I would say yes.  It will say in your manual how often it should be changed.  But nine years is a long time for a timing belt.

    Replace the belt.

Almost certainly. Contact a Honda dealership and ask them, quoting the registration no. and the mileage. They hold all the details assuming the car has been maintained by Honda. However if there is any doubt at all renew the belt as failure equals a new engine.
