Why does the Oscars have a category showcasing lesser-known international films, if the winner of that category wins Best Picture anyway?

Update:

Movie productions from other countries have won the Best Pic Oscar before, mostly from United Kingdom. The Artist is a French production

    Beginning this year they changed the category of Best Foreign Language Film to Best International Film. I get the feeling they already knew Parasite was going to win Best Picture to appease all the people complaining the Oscars aren't diverse. But I predict the winner of Best International Film won't win Best Picture again for many years.

    Because the International film doesn't usually win the best picture. This is the first time it's happened. Most often they aren't even nominated for best picture.
