How can I combine rice , canned black beans and raw chicken in the slowcooker?

Do I lay the rice and beans on the bottom , to create a bed for the chicken and then add some water and cook on high for 4 hours?

Or do I add the rice and beans the last couple of hours or cooking time?

Add water (about half as much as the rice you will be using) then the seasoned chicken.Cook on high for an hour and a half, then add the rice. At the three hour mark, add the rinsed beans. Season to taste when all is done.

you toss it in there, stir it up and then cook it.

BUT, just FYI rice doesn't cook very well in a slow cooker and often gets gummy and/or mushy.

Rice first (oil or spray the inside of the cooker), drained beans next, chicken last. Dump water or stock (about 1/3 of the amount of rice) on top, then season the chicken, cover, cook.

At high the rice will cook in 18 minutes or less. You normally use the lowest flame for 18 minutes. The beans are already cooked. Just cook the chicken in some liquid and add the rice and beans during the last 18 minutes. Add more liquid if necessary to bring to double the volume of the rice. If you cook them for 4 hours they will turn to mush.
