What does student use only during school hours mean posted on the fence on vacant field. No track or football just grass?
Most of the time the elementary school field is open to the public because there isn't any expensive turf to tear up. Our tax dollars pay for this. It's just an empty grassy field without any goal post.
So after school hours the public can use it.

Most likely they do maintenance during school hours. That could include things like applying fertilizer, insecticide, or other maintenance where they want the field clear. The grounds crew knows when students are there so they can plan around it. Sounds like they don't care who uses it after school hours.

No track or football just grass means there is no track on the property. Presumably it's also not marked as a football field.
"After school hours the public can use it" appears to sum it up.

It means no trespassing during school hours unless you are a student/employee of the school. The school probably uses that field for things occasionally during the school day and they don't want anyone else out there when there students are in that field.
