    No. A house that rents a room or two is still a house.

    It would be rated as a "bed and breakfast".

    In a motel, you can access the room directly from the parking lot.  In a house,  you can rarely access the bedrooms directly from the parking area of the home.

    If you can swing it by local zoning and the fire marshall, good luck.

    If the zoning allows it. Assuming we are talking about an actual motel, it will likely need 100's of k in improvements/ adjustments to meet all the laws for disabled access, and what not - might actually be cheaper to know the thing down and build a motel. A bed and breakfast might be possible without that much cost.
