Who to speak with for advice on starting a small business?

Do you speak with an attorney or a tax person for advice on how to register your small business?

I sell figurines on Etsy. I would be either an "Individual" or sole proprietor.

Both. The attorney can advise you on the legal ramifications of the entity you choose and if you choose a corporation or LLC, file the paperwork for you. They should not give you tax advice. The accountant can advise you on the tax ramifications of the entity you choose, but cannot do the legal paperwork. They can also advise you on how to set up your books and what your government reporting requirements are.

I would not worry about it. At least until you start selling $20k a year worth.  There are no advantages.
