Can you use a 60w bulb that has 40w energy used in a 40w light?

The wattage quoted on a lamp is based on an old-style incandescent lamp. It's a question of the heat produced. A more powerful incandescent will produce more heat than the lamp is rated for.
Newer bulbs such as led's do not produce anywhere near the same amount of heat, so you could safely use one of those of much greater equivalent output.

You can use a 60W bulb anywhere there is a standard light socket that is heat rated for that resistance. Make sense out of my answer.

the printed limitations on the size of bulb are geared to the heat thrown off by an old [not] style incandescent bulb. you can use a lower wattage rated bulb that emits more light ... either a CFL or LED will do this. [The limitation has nothing to do with the current draw in a normal lamp.]

Provided you don't exceed the rating of the fitting or shade, you should have no problem. It is more about the heat that a lamp produces: low energy versions are now much cooler in use.

NO, because there are NO "60 watt equivalent" bulbs that use 40 watts.
That said, it is the actual wattage the bulb uses that matters, not the claimed brightness.

You can use a 60 watt bulb and supply it with only 40 watts of power and the 60 watt bulb will light but it won't be as bright as a 60 watt bulb.

what are you doing using 60 watt globes? A 15 Watt led globe will make the same light if the fitting says 40 watt max ,a 60 Watt globe could generate too much heat risking the fitting melting or catching fire.

If it uses 40 watts then it is not a 60 watt bulb. It's a 40 watt bulb that gives off the same amount of light as a 60 watt bulb. Yes, you can use it in a lamp that can't take more than 40 watts.
