Water is only a LIQUID, but H鈧侽 can exist as all 3 items.

So "D. NOT None" is probably not the worst answer.

That was 'not best' question ever, I mean worst!

That's just about the worst question I've seen in a long time. Is the double-negative tripping you up?

It can NOT exist in none of the above means that it CAN exist in all of the above.

This question violates two of the basic tenets of writing multiple choice questions: 1. the use of "NOT", and 2. The use of "all of the above", or "none of the above."聽 For over 10 years I wrote and edited questions for the North Carolina End of Course Test, and this question would have been immediately eliminated.

I hate double negatives, I always ask people to restate in the positive form, or literally answer their question with another double-negative which confuses them!

The other answerers have provided the correct chemical answer to this question.

The correct linguistic answer would be (2) and (3), since -- as the other answerers have pointed out -- water is not called "water" when it is in the solid or gaseous states.

how about you educate the non-chemists then instead of propagating ignorance?

none of the above is not the correct answer because water can exist as none of the above...understand...a double negative means...ehh whatever...
