Flexible fabric sealant?

Update:

So my friend showed me this tutorial on how she wrapped her phone charger with yarn and it made it more durable and unique. I did the same thing to my charger but I've noticed a lot of fuzzies from the yarn. Hers still looks brand new and not as "frayed" so we think it's the type of yarn she used. However, I'm wondering if there is a very flexible sealant I could coat the yarn in to keep it from getting dirty and fuzzy. I was thinking mod podge but I am afraid it will dry too stiff to wrap.

Update 2:

My question is, any recommendations on a sealant that is still flexible to e put on a fabric like yarn that won't dry stiff, or crack when bent. Answers much appreciated!

    I recommend buying a braided cord that looks like what you want.

    Mod Podge makes a fabric sealant that would be perfect for that. Otherwise glow-in-the-dark puffy paint would be fun.
