If Tarzan was raised by English-speaking gorillas, why doesn’t he know English until Jane teaches it to him?

If you're referring to the Disney animated version, imagine the target demographic and expecting kids to hear gorilla grunts while having to read subtitles to understand the dialog...

Because we, the audience, hear the gorillas to understand his life with them. They're speaking gorilla.

I think in the original book the gorillas spoke their own language. I don't know about the Disney version or if it shows gorillas and humans other than Tarzan having a conversation.
