13 and 14 year olds in middle school aren't actual teens?

Yes they are TEENS. Pretty much all 13 year olds are in middle school. That does not make them any less teens. Most 19 year olds aren't in high school they are still teens.

Well, it depends...
I mean, do you mean the literal meaning ? Yes, in that sense 14 year olds are indeed teens, no matter whether they are in high school already or are still finishing middle school.
Technically, however, adolescence actually coincides on a social level with the years of high school.
As long as you still are in middle school, you are still a child.
Middle school 's pupils are the so called group age of 'tweens '.
Highschoolers are,of course, 'teenagers '.
The term 'teenager ' designs the kid from 13 to 19 years of age.

Of course 13 & 14 year olds in middle school are actual teens. They are 13 TEEN and 14 TEEN years old.

If there is teen at the end of the number of their age they are TEENAGERS. It does not denote their level of physical or emotional maturity.

they're teens , just very young versions of teens haven't matured out of kid yet
