Has Montreal overtaken Paris to be the premiere Francophone city in the world?

According to the report "Les villes du monde en 2016" published by the UN, Kinshasa, the capital of the Democratic Republic of Congo (DRC), has become the largest French-speaking city in the world, with its 12.1 million inhabitants, one million more than the metropolitan area of Paris, says the Centre d'étude et de réflexion sur le monde francophone on its website.
