Jerry, we understand this is a work of fiction, but that doesn't mean there's no research. (The family joke is how I'd spend years researching my autobiography. It's funny because it's true.)

You literally have to understand the FBI's jurisdiction and procedures. When law enforcement talks about doing something "by the book," there's a literal book.

Would they be in talk mode, interrogate mode, or arrest mode? Do they have specific suspects? What charges, based on what evidence? Do they need to take anyone in for questioning? What would be the advantage to doing that? How does the field agent deal with a suspect who's considered dangerous? How about a group or gang--or pack--of them? Does it matter to the agents working this case whether any of the werewolves are harmed or killed? Are the werewolves they need to talk to in human form? How do they know that before they arrive? These are the things you need to learn or figure out.

Writing what seems like a simple scene often involves a good bit of research and creative thought before you can even start. Welcome to the world of writing.

That's been done before, by Jim Butcher in his Dresden Files series.

A very good question as it would be the Department of Fish & Game that would have jurisdiction in that case.

    FBI

talk to, not go to talk to

    werewolves

who commit crimes. Crimes ARE illegal.

They could talk to the werewolves when the pack are in human shape. It would help the FBI to bring guns and handcuffs if they intend to arrest the pack.

Or they can call Animal Control if the pack are in wolf shape. Animal Control is experienced at taking animals. The pack's lawyers may put the case that their clients were not given their Miranda rights and were not taken into custody by officers of the law, but in stories the FBI don't seem meticulous about "rights".

Lucky for the FBI agents the werewolves are not doing "legal crimes".
