2/3 of the people surveyed preferred eating pasta to hamburger. If 5,436 responded to the survey, how many actually favored hamburger? (Do not round intermediate calculation and round your final answer to the nearest whole number.)

5436 - 3624 = 1812
The number of people who favored hamburger over pasta is less than or equal to 1812. It is given as an inequality because we should account for the possibility of people who indicated no preference at all. We have not even seen the actual question.
This is a very real issue with interpretation of survey results, and we often see it used for encouraging misinformation. Most questions cannot be reduced to a simple true/false answer, and nothing can be concluded from no answer.
