Who is the biggest one hit wonder in the history of music?
Bobby McFerrin - 'Don't Worry, Be Happy'. it was the biggest song of the year (1988) and I literally cannot name another song he ever made.

Spirit In The Sky by Norman Greenbaum
It was a gigantic hit that’s kept Greenbaum wealthy for the past 40 years because it’s been used in countless movies and TV commercials!Source(s): http://www.spiritinthesky.com/

Looking Glass - Brandy
Paper Lace - The Night Chicago Died
Kajagoogoo - Too Shy
Devo - Whip It
Natalie Imbruglia - Torn
There's lots more. Many were successful in their career and have a lot of fans, but the average person only remembers the one song that got a lot of air time.

McFerrin has actually done a lot of very interesting music though, from his early work as an unaccompanied jazz singer to collaborations with Chick Corea to his work in choral music. "Don't Worry, Be Happy" was kind of a lark and not typical.
I can't really answer your question offhand, although I imagine I could google it.
Meh, I googled it and I'm getting a lot of noise about what constitutes a one-hit-wonder and how to define "biggest" and not much in the way of hard data. Seems like a good question for "Ask A Librarian."

That's a great candidate but there have been so many.
