Why do parents do this?

Just today, i was at my local supermarket. 

I saw someone allowing their kid to ride in a small shopping trolley (or cart)

The trolley/cart had no seats or sest belts provided and was like a basket on wheels.

The handlebar of the trolley said "Strictly No Children Permitted in Trolley" and yet, the kid was in the trolley.

Why are parents allowing this to happen?

    cause they dont care, tell someone at the store about it

    Because they wanted the kid to have fun and didn't think it would be dangerous.

    OH GOLLY... the parent was not abiding by the ridiculous rule of the store.

    How about the store making a common sense rule and may be the parents will abide by it.

    - the only thing I can think is that the store is afraid of horseplay in the carts.

    Because they don't care, or don't think the risk is very high, or that any injury that did occur would be pretty minor. If you're going to get into whiny liberal helicopter parenting bullshit, you might as well complain that the label on the handlebar wasn't in multiple languages. For all you know, the parent couldn't read English, you racist.

    Seems like parents nowadays don’t care about their own children anymore and will let them do whatever they want. Pretty sad, if you ask me.
