For computer classrooms at university, are those computers not meant for internet surfing during class or lecture?

    That's up to the professor. But if surfing the web in class, it should be academic related.

    This is what is called a double negative question. 

    But if you are goofing off on the internet, you are not paying attention in class.  You are probably missing important information that will likely negatively impact your grade.

    Labs and classrooms usually have different policies.  In a classroom with a computer for each student, surfing the internet usually is not allowed.
