When Dorothy was hit on the head during the tornado, her unconscious mind experienced Oz and its inhabitants. When she awakened after the storm, she discovered all the characters she interacted with in Oz were actually the people she knew in her real, waking life. The Land of Oz, the witch, the struggles she faced and the journey of self discovery were all aspects of Dorothy's own subconscious - things she worked through, mentally, and came to accept with her conscious mind. Many people have written about the nature of Oz and its meaning. To some it's a socio-political study with an emphasis on economics of late 19th-early 20th Century America (Oz = the symbol for "ounces", Yellow Brick Road = gold. East-West, Rural ,City, etc.). Others think its more psychological. The Oz experience is portrayed as a dream. Interpret the rest however you like.

BS. "OZ" was simply Baum's lower drawer to his file cabinet: "A-N"  and "O-z". Only real reference to the Depression is where Frank Morgan (the Wizard)says: "Times being what they were, I accepted  the position." Book written in 1900. Baum simply happen to ride thru KS while writing the book.

If you just go by the one book and movie, it appears to be. However, there were 14 books in the series and a number of plays by L Frank Baum plus many follow ons by other authors making it much more.

For the 1939 film, it was all a dream, while the original book has Oz as a real place. Dorothy returns to Oz several times in the books.

Yes, and people in her everyday life played characters in the dream - Elvira Gulch was the Wicked Witch, the farmhands were the scarecrow, cowardly lion, tin man, the fortuneteller was the Wizard of Oz.

Frank Morgan played Professor Marvel, the doorman at the City of Oz, the Wizard's guard,  and the Wizard.

At the end of the original Total Recall did Mars really have a breathable atmosphere or was it all part of his implanted fantasy vacation?

No. It was a few hours long movie that actually plays very well with Pink Floyd's "Dark Side of the Moon" album.
