can someone be bi and asexual at the same time?

so my brother came out to me and told me he doesn't want to have sex with anyone, but he's still open to engage in a romantic relationship with a guy or a girl. could this mean he's bisexual and asexual? is that even possible? or is there another term for it that i may not know of?

Yes. There are two ways of being asexual.

The first, that most people know, are those who aren't interested in relationships at all.

The second are people who aren't interested in sex, but do want romantic relationships (minus the sex).

So it is possible to have a romantic asexual person who wants non-sexual relationships with both genders.

Why bother? If you are asexual , what difference does it make if you are attracted to men or women?

Sure what he is describing is perfectly possible, though try not to read his mind too much, it's very easy to misinterpret things.

Language is imprecise.  There are plenty of people who have no desire for sex, who still want the hugs, kisses, closeness, and companionship of a special other!  The hard part is finding that special other who has compatible needs and feelings.

*Want, Need, and Desire for, and not the same....
