How can women modify their behavior so that men can feel less afraid of false allegations.. ?
They call a jerk, creep, loser, troll, etc. Works every time

One supposes you could teach girls that unless you're prepared to "go all the way" at every occasion you shouldn't even speak to a male. The major issue in all of human sexuality is that males require less preparation for the act and females often don't understand that not every guy is willing to participate in the foreplay required to make it safe and enjoyable. Better sex ed that addresses more than just the anatomical functions of procreation would be helpful. Boys need to be taught that a dry vagina can't be penetrated without potential damage. Girls need to be taught that boys don't really enjoy all the kissing and rubbing required to get them "in the mood". Then both parties have to learn how to negotiate these fundamental differences.

Why should we? Seems to me there's an imbalance needing to be addressed there.

An obvious thing would be that they should NEVER say silly things like Catherine Comins (assistant dean of student life at Vassar in 2002):
"Men who are unjustly accused of rape can sometimes gain from the experience"
Time Magazine, June 3, 1991
Generally, justifying false accusations with diminished capacity makes people simply apply diminished capacity to women generally, perpetuates the idea that women are really just children.
False accusation is a crime and requires defense, not the assumption of innocence due to gender.
