At the hospital,  the RN tried twice to put an iv in my arm.  First time failed,  second time blew out my vein. I said no more. ?

Then he got a second nurse in there,  who forced it on me after I said no.  Said she had to use it to draw blood.  I said just use a syringe.  She said no and took my arm,  and put it in. Can I do anything about that?

You can get the PICC nurse. No real nurse “needs” to put it in to draw blood. If we need to get multiple viles it is very helpful so we don’t have to stab you multiple times but the nurses you had weren’t properly trained

Tavy is right. No nurse would say she had to use an IV to draw blood. That's ridiculous.

IVs put fluid in, they don't  draw OUT blood.

you were probably dehydrated. that makes drawing blood or putting in an IV very difficult. they were trying to help you and she succeeded. you could write a letter of complaint to the hospital or post it online, if that will make you feel better.

Ask for a "Picc Nurse."  They have specialized training.
