Why do Indian people pretend that they're native English speakers?

    Many of them are.

But bear in mind that the English they are taught is different in many ways from the English you will read or hear in the UK or the USA.Indian English tends to be far more elaborate and 'flowery', and when language becomes elaborate, it's very easy to lose the syntactical thread.

They say it when it's their native language / first language.
