Can 2 non EU nationals get married in the UK?

As an example, say a genuine relationship between a Mexican man (who has always lived and still lives in Mexico) and a Chinese woman (who has always lived and still lives in China) who do not want to live in the UK after they marry. Is it okay for them to both apply for the marriage visitor visa? Or does 1 partner have to be a British or EU citizen or have ILR?

    Yes as long as they both have applied for and got marriage visitors visas

    You both need marriage visas and you have to give notice in the appropriate registrar's office at least 28 days before the wedding. You must have two witnesses.

    Better would be to marry in Switzerland where you don't need a marriage visa and it's three days notice.

    No destination weddings in UK. Those on visitor/tourist visas are expressly prohibited from marrying. Prospective marriage visa requires eligible UK citizen to prove sufficient funds to support the foreign spouse, etc.-etc.

    Forget it. Hold a destination wedding in another country. Or choose whether to have your wedding in China or Mexico - that's going to be complicated enough.
