Would it be considered bestiality if a man transformed into a weredeer and mated with a doe?

It would depend if he's still considered a human since bestiality by definition is interspecies sexual activity between specifically a human and a nonhuman animal.  If he still has human genetics and a human consciousness despite having a deer form and deer-sized brain, and since it would be a temporary condition, then maybe.  If he's a bipedal weredeer then that would also be a factor.  If he's not considered a human despite those factors, or no longer has human genetics or a human mind and can't be considered a human, then it would not be bestiality.  If his genetics are still not quite the same as the doe's so they can't be considered the same species then it would still be considered interspecies sex, although not bestiality.  But why worry about the labels?  What's important is that it's fully consensual and they're both having some hot pleasurable fun.

    Um... He's not a "man" if he's a weredeer.

I have heard of worse things happening at stag parties.

No, it's only if you bone an animal in human form.
