It has become the "in thing" in San Francisco.

Many countries allow pooping in the streets; it gives the lower caste folks jobs.

Street pooping originated  when the first village was built. It took "civilization" in the form of indoor plumbing to make it less then civilized. The city of Zabol had what would be called "bengi ditches" and that was advanced for the time period. So street pooping predates "recorded history". So the origin has been lost to antiquity.
