Spot oxidation or clear coat fail or water spot?

I took my car to the car wash today, once it was washed I noticed this spot on top of the grill. I mentioned it to the guy that I didn't think that was there before. He said it looked like paint oxidation. The surface is smooth. Is it oxidation, cc fail, or is it just a huge water spot? It's a 2016 Chrysler 300 & got it about 6 months ago, just noticed the spot until now.

Update:

I'm talking about the milky spots on the black paint

Try car wax and wax it clean.  It is spotty, that is all I see.  Next time circle the area so I know what you mean.   I am guessing it is the clean spot on chrome.   Chrome does not oxidize.
