Can a Lead connector become so contaminated that simple cleaning isn't enough to carry high amperage like it used to...science?

No, Just clean it with 1 tsp of baking soda dissolved in  2 c water. Then polish the terminals with fine sand paper. Reconnect. Then apply a vert light film of silicon oil. To prevent further oxidation and sulfation.

JUST SIMPLE CLEANING IS NOT ENOUGH TO REMOVE THE OXIDE THAT PREVENT HIGH AMPERAGE TO GO THROUGH. POLISH THE CONNECTOR WITH SAND PAPER UNTIL IT SHINING AGAIN IS THE BEST WAY. IT IS COMMONLY USED ON CAR BATTERY TERMINALS THAT ARE MADE OF LEAD.
