Can a civil engineer (geotechnical discipline) become a seismologist?

Probably not easily but you can if you get the proper additional education. It depends on what you already have under your belt how readily you can slide sideways from one to the other. There is a lot of common base already. It would probably be harder for me as a geochemist than for you, say, although it depends on what you already know.

You can if you want to.
