Why did Biden threaten to break the law if Ukraine did not fire Shokin?

Biden said "You're not getting the Billion dollars". He is not authorized to withhold that. That is against the law.  He can delay and give within the timeframe set by Congress (as Trump did), but he can't withhold it.

    They were investigating the corruption to which his son was a co-conspirator.

    Why did the IMF threaten to stop a loan of $40 Billion to Ukraine unless Shokin was removed?

    Why was there a multilateral effort to remove a corrupt official?

      The IMF has the authority, Joe Biden does not. Beyond that, the IMF has business dealing with Burisma. Answer the question.

    As part of a wider us anti-corruption effort in Ukraine Biden was trying to get the prosecutor replaced because the US, not biting, regarded him as insufficiently zealous in Prosecuting corruption.

    I don't know the details of the appropriated money in question. It's certainly true that Trump did not have the authority to permanently withhold the aid which was appropriated for 2019. However, it's not clear to me that the same thing was true with the aid in question. It's also important to note that the Obama Administration, in contrast to Donald Trump skiing, had broad support among the senate in members of Congress for their anti-corruption actions in Ukraine, including the push to have the prosecutor fired. So if possible that Biden was confident that Congress would withdraw the money if the administration requested it. It's also possible that Biden, as is common in politics, was bluffing
