What should I do if a VGA splitter works on a Windows 10 computer but not with this Windows 7 computer where it should?

    get a video card with two VGAs. thatxs the official, supported way to do it.

    That depends on exactly which splitter you are referring to. Had you provided that information, you might have gotten some actual help.

    You really need to be more specific about this "VGA Splitter"  and how it physically connects to the computer.   Those cables are not dependent on software so the version of windows won't matter. Sometimes the specific hardware video card won't work well with them. There's not much you can do other than maybe get a powered splitter or use a different method to get duplicate display outputs.

    Windows 7 is about to be discontinued. it's an old program and it must be missing something so it won't work with that splitter. there aren't any more updates or Service Packs that would probably fix it.
