It might be criminal, but it would definitely be a way to stop being a doctor.  It IS illegal to be a doctor after losing one's license.

A doctor would not be allowed to take out a life insurance policy on a patient. The life insurance company requires that it be a relation or someone that has an economic interest (depends on them for their living expenses) in the person. The person that is named on the policy also has to sign off on it.

No. But it's probably illegal for other reasons, such as that the doctor doesn't really have an insurable interest.

Since a doctor has no insurable interest in his patient, he would never be able to find someone willing to give him a policy, so it’s a moot point.
