The lightning campaigns of 1939 and 1940 had created such an aura of frightening power and efficiency surrounding the German war machine that the coming “eruption of violence” in the Balkans seemed only a prelude to further stunning conquests.

    It means something akin to "an atmosphere of frightening power and efficiency..." There's a 'suggestion' in there that it's what people generally believed about the German war machine, rather than whether it was totally and factually true at that time....
