"Many" is for plural nouns, while "Much" is for collective and singular nouns. "Dollars" is a plural noun, with 's', while "money" is a singular noun.

"How many dollars do you have? - How much money do you have?" is correct.

"Many" is used with countable nouns, such as "dollars".  "Much" is used with non-count nouns such as "money."

You can tell if a noun is countable or non-count by looking it up in dictionary.com. If it has a plural form, it's normally countable.

There are some exceptions where words used in an unusual way can have a plural form. For example, it is possible to talk about the "monies of the world". But that's very unusual.
