In some places HASP for plastic garbage cans and mops to prevent cross contamination. For example, red for restroom and yellow for kitchen, because you don't want stuff from the restroom where food is prepared. Other times it has to do with recycling.

Brick-red Barrel is for regular trash aka garbage.

Green Barrel is for grass and garden clippings.

Grey Barrel is for recyclables. Like cans, cardboard, newspapers, and etc.

There's no international code!  Google your city or county and refuse collection services, or do it the old fashioned way.  Knock on next door's, introduce yourself and ask them.  I'm sure they'll be happy to yell you how stuff works in your new neighborhood.
