Can you turn on the pc if the graphics card is broken?

    Can you?  YES...  as long as it's not integrated into the processor or motherboard, the PC will turn on.  It just won't be able to properly utilize it.

    SHOULD YOU?  NO...  you're not going to be able to see what you're doing unless you have an alternate graphics card (or utilize the default integrated graphics card on the motherboard, if it has such a feature) to see what's going on.

    In most cases the machine will fail to start. If it does (not likely), what are you going to do with it if you can't see anything on the screen?

    Yes, but you probably won't see anything on the screen.
