06 kia rio wont start battery fully charged,lights power come on turn to start nothing also will not shift into any gear lever is stuck?

    Check the shift lock solenoid, poke a screwdriver in it, shift to neutral and try starting. If that works, the neutral safety switch needs replacing. Also check the brake pedal safety switch.

    If it's stuck in PARK take the small cover that's at the base of the shift lever off to poke a small screwdriver in to manually release the shift lever. Put the shift lever in neutral and see if the motor will start in that position.

    Apparently you haven't learned how to ask a question and only know how to whine about your problems. Call a tow truck and have your Kia taken to a foreign auto repair shop. Don't have the money? I suggest you buy a good pair of walking shoes then.

    The transmission lever or shift lever must be in either neutral or park or the "Neutral Safety Switch" will not allow the engine to start.

    Key ON, step on the brakes and have someone check if the brake lights are working.  No, replace the brake pedal switch and see if the gear lever will move this time.  Brake lights work, shift interlock solenoid is likely broken.  Get it replaced.

    In the meantime, check the owner's manual and read up on the section about a stuck gear lever.  It will likely tell you to push on a button somewhere in the shifter console.

    Get a jump and try to start.  Car starts, replace the battery.  No start, replace the start fuse and the start relay.  Connect a jumper cable from battery negative to a metallic part of the engine.  Try to start in Park.  Car does not start, go to next paragraph.  Car starts, turn off engine and remove the jumper cable and try to start again.  Car starts, your car is fixed.  Car does not start, check for a bad engine ground cable or ground connection.

    No start, with the shifter in Park, wiggle the shifter while trying to start.  Car starts, replace the park/neutral switch.  No start, wiggle in Neutral and try again.  Car starts, replace the park/neutral switch.

    Still no luck, get the car towed to a garage.
