Comics: Batman, why not lower face recognition software? Captain America, how come nobody just shoots him?
That long and nobody used facial recognition software on these superheroes?

The cops in Gotham don't want to know who Batman is because he really helps them do their job. I'm pretty sure theirs is a deliberate ignorance, especially when it comes to people like Commissioner Gordon who have excellent reason to not want to know.
The one person smart enough to work it out and having the resources and desire to do so was Bane - and he DID work out who Batman is. So yes, it can be done.
People shoot at Captain America all the time, but it's not easy to hit someone in motion behind a large shield, and his costume is highly bullet resistant anyway (It's a kind of high tech chainmail weave).

Oh, it would be WAAAAAYYYYY easier than that to identify Batman. Just ask what person, who has lived in Gotham the entire time Batman has been there has the wealth to pay for bat boats and jets and various mobiles and gadgets and is the correct gender, height, and build as Batman is, and is young and in good shape enough. There can't be that many.
The crossreference times Batman is seen OUTSIDE Gotham and try to verify your suspect list's whereabout at those times. You don't need modern face recognition software. Just access to newspaper records and common sense.

Batman has Plot Armor which prevents those worlds from getting built for his protection.
Captain America does get shot at but he has his Vibranium shield to protect him.

You should bring it up to DC and Marvel. They seriously need to do a story that addresses the Big Brother tech issue.
