Most major cities are actually at slightly lower sea level than the surrounding land. This difference is too small to be noticeable by humans, but smaller animals (such as rodents) are able to feel it. They expend less energy moving downhill towards the cities than traveling in other directions, so over time there is a gradual buildup in rat population. Other animals that are sensitive to slight changes in incline and react similarly include raccoons and pigeons.

Because the living conditions must suit them admirably.

Because of the sewer systems, garbage piles, nasty people (regardless if they're homeless or not) and dirty/nasty homes/apartments.

Rats multiply where there is an abundance of food, water and shelter. Every big seaport city has 50 trillion rats.  You think places like Shanghai, Los Angeles or London have no rat problems ?

There are rats EVERYWHERE. If you think you won't find them in barns and silos and such - you're nuts.
