What do you do if you get a tattoo then change your mind about wanting it?

Easy fix: get a cover up with a tattoo that you DO LIKE.
Hard fix: pay thousands and get it removed which usually ends up looking more ridiculous than the tattoo itself that your trying to get rid of.
Alternative fix: get another tattoo close by to take the attention from the one you no longer like.

First off consider the reason for the regret. Is it a temporary feeling that you just need to work out? If you just cannot live happily with the tattoo there are solutions.
The absolute last option should be removal. It is painful, expensive and at times the result is far from good.
The easiest solution is to add to the tattoo to change its overall appearance. Good artists can add or change tattoos to make significant differences in appearance.
In between the above options is a cover up. Keep in mind if you just want to get rid of a name or single part of the tattoo, the entire tattoo will not need to be covered. Complete cover ups normally need to be larger and darker than the one being covered. That does not mean you will be getting a second rate tattoo. I've seen full covers that look great and show no indications of what lies underneath.
Although it cannot be recommended to get a tattoo you don't like, there are safe, effective ways to work an unwanted tattoo into something you can love again.

You live with it for the rest of your life or spend a couple of thousand dollars getting it removed by laser. The standard advice about a tattoo is to think about it for a year. If it is someone's name and you break up, you get what's called a "coverup" tattoo.
