Is it true? Unlike the earth, Mars’s perihelion and aphelion will effect its climate and temperature?

No, what changes solar distance makes is very insignificant for both Mars and Earth.

Both Earth and Mars have Milankovitch cycles of temperature and climate because of changes in the distances of perhrliae and aphelia and changes in the eccentricities, or obliquities of their orbits. Right now Mars has much more eccentric orbit than Earth has. Jupiter has Milankovitch cycles too. Part of your statement, "...Unlike Earth..." is false, untrue. False premise.
