can I use 29 vdc for 24 vdc electronics?

If the circuitry expects to be powered from lead-acid batteries, then yes. Lead-acid batteries can output 28.8V fully charged.
Otherwise, you need to check specifications on the power input electronics. Chances are, it can handle 29V, but check to be sure.

you might get away with it, but in general NO.
but check the specs on the power supply and the electronics. You may be able to crank down the supply voltage to perhaps 27 volts, and the electronics may say, for example, 24 VDC ±3 volts.
