Does a woman have to collect child support to be eligible for government assistance(SNAP, health care, etc.) in KY?

She has to seek support, yes. The taxpayers do not pay for your child when the father is out there to do it.

Usually yes, the child has the right to be supported by both parents, why should the state pay what the father should be paying?

The noncustodial parent must pay their share to support the child before the TAXPAYERS pay to support the child.
That isn't what you think you asked, but it is that real question behind what you tried to ask.

If a woman hasn't already filed for child support from the parent, then they will be required to do so. And why not? Why should the taxpayer entirely support a child if the father can help do so and cut down on the amount of support received from government assistance - or eliminate welfare support altogether. And that applies to all states - not just KY.

Yes. The Govt isn't going to pay for your baby when the father isn't paying for it.
